I would like to fly into Mexico in an aircraft without an electrical system.  The aircraft currently has a handheld radio wired to an external antenna, but I am curious about what other equipment will be needed.

Can aircraft without an electrical system fly into the ADIZ without a Transponder or ADS-B?  Can it legally cross the border without a transponder or ADS-B?

If a transponder and ADS-B is needed, can it be installed temporary (and signed off by an A&P) and then removed when I return (as long as it is run off a battery and no engine driven electrical system is added)?
